The transformers 

which have one or more non-uniformly insulated windings, the test voltages for induced voltage test, and for the switching impulse test if used, are determined by the winding with the highest Um value, and the windings with lower Um values may not receive their appropriate test voltages. This discrepancy should normally be accepted. If the ratio between the windings is variable by tappings, this should be used to bring the test voltage for the winding with lower Um voltage as close as possible to the appropriate value. The details of the partial discharge are given in section 8.
